A career spent where strategy meets health

Dr. Oglesby is a population health strategist, scientist, and academic leader with more than 25 years of consulting and operational experience improving health outcomes, driving operational efficiency, and expanding access to prevention and care. He has advised and partnered with payers, providers, academic medical centers, life-science and digital-health companies, government agencies, and community organizations across the full continuum of upstream and downstream health improvement.

As the Humana Dean of the Jefferson College of Population Health, he leads the College's programs, faculty, research, and growth, and works across the Jefferson enterprise on initiatives in healthcare quality, patient safety, and operational effectiveness. At Jefferson he created a year-long Quality Improvement & Patient Safety Leadership Program spanning four regional health systems and built a methodology team that strengthens the rigor of population health and quality-improvement research.

He has founded institutions on both sides of the field: a health-system-based population health research center with Main Line Health — which has published more than 25 scientific articles, secured extramural funding, and is now a full partner on NIH grant-funded initiatives — and a community-based population health center in rural Pennsylvania whose network of care-coordination agencies and community health workers drew over 1,000 referrals and contracts with five insurers within three years. Earlier, he was a member of the founding faculty of the Kent State University College of Public Health and spent a decade at the University of South Carolina directing capacity-building and community-engagement programs.

In health AI, he is the founding Editor-in-Chief of the Journal of Health AI, an international, peer-reviewed, gold open-access journal publishing actionable evidence on the deployment, evaluation, and governance of artificial intelligence across the health landscape, and the founder of Health AI Central, an independent intelligence hub that connects health-AI news, company intelligence, and research evidence from discovery through real-world adoption.

Nationally, he is Past President of the Association for Prevention Teaching & Research, chairs the Healthy People 2030 Curriculum Taskforce, sits ex officio on the National Academy of Medicine's Roundtable on Population Health Improvement, serves on the board of the American College of Medical Quality, and is an appointed public member of the American College of Physicians' Clinical Guidelines Committee. He is past chair of the annual Population Health Colloquium and serves as Associate Editor of Population Health Management and the American Journal of Medical Quality.

Modern Healthcare Strategy is a textbook — and a hands-on simulation — for the next generation of health system leaders: a field-wide treatment of strategy, finance, and operations that is evidence-driven, financially grounded, and honest about the trade-offs that real executives face.
